The general rule for blinds is to turn them down since most blinds on windows don t have an upper and lower sections.

This may be a good strategy for the winter when you want to warm the room.
Blinds turned down also direct more light into the center of the room rather than the ceiling creating a softly lit environment.
To let in a small amount of natural light it s best to turn your blinds down and close them.
For privacy when the blinds are tilted up they allow better light control in the room.
This allows some light to filter in creating a slightly diffused lighting condition.

When the blinds are tilted down they could look pretty aesthetically but they provide less privacy as it creates larger gaps between the slats.
I close mine down for just regular closing but if i have a window in which i need total privacy i close them tilted up.
